Would like some help confirming that my id of this stamp as a Scott 26 is correct. The double line of the right - is this a recutting?

You are correct, the stamp is a #26 and at least one of the lines at right were made by recutting. Are you able to post a better image? Stamps should always be shown against a black background.

Your stamp is a Scott # 26 from plate 15.
