I found this cover on ebay (ending soon) and thought it was an odd usage of such newer and classic stamps used.

Clearly a contrived Philatelic cover. What I don't understand is why it went for $250.00. Which 1¢ Franklins are on that cover ?

I'm not an expert on those issues, but if you can believe the seller's listing information, the description of the stamps and the cover are quoted to be as follows. (Note that he already got wrong the idea that the Franklin stamps are 2c denominations when they are each 1c denominations):

I seen that too wt1 about the denomination. I have absolutely no doubt about it being contrived but just thought it odd to use those stamps to mail a silly letter and all but destroy the collectability of the otherwise mint stamps. Now they are on an obvious mock up cover and bear non contemporary mute cancels (although soaked off one would not be able to tell that) and also having the value slashed in half by using them. Either someone has/had more money than brains or the stamps are fake.. just an odd cover all the way around.

The chances are very high that the one cent stamps are Scott #24's, and I will guarantee that they are damaged, either thin or with tears (and very possibly no gum when put on the cover as well). That's why they were used. The same is likely true for the 8 cent Columbian and the 3 cent Louisiana Purchase, although in the 30's when this cover was sent those last two were probably still fairly common and cheap stamps. Clearly philatelic, but some collectors like odd covers like this.

That seems to make good sense rev. Personally I wouldn't do it myself.
