It is a Revenue Stamp, not a postage Stamp. The writing is how they cancelled Revenue stamps, it's known as a manuscript cancel. These were attached to things like warranty deeds, Mortgage deeds, Bank Checks and other financial documents.

Thanks, stallzer. I can read United, and what appears to be light and power. I wonder if it could be the old Citizens United Electric and Power Company. Will try to find it.

All I could find:

1898
Citizens' Electric Light & Power Company went into receivership on January 7
Boiler explosion and subsequent fire destroyed Citizens' Electric power plant on March 26-27

Theodore Dreiser wrote a novel, The Titan, about electric companies and elevated rail lines during their inception. Fascinating. Chicago business and politicians haven't changed.
