However, without that, I'd say that it was delivered by the Captain of the Medford to the Baltimore Post Office where it entered the mail. The rate between Baltimore and New York (approx 200 miles) was either 18.5 cents or 18.75 cents from 1816 to 1845. The Post Office added a 2c ship fee for letters handed in from non-contract ships (and your letter was so marked).
Therefore, 20 and a fraction cents (probably 1/2) the fraction is designated by the squiggle to the right of the "20"
