SC 267 With Inverted Watermark

I'm going through my type III stamps and have a question about this one. My Scott book has horizontal and vertical watermarks listed but this one is completely inverted. Does this issue consider horizontal watermarks upright and inverted the same?

Scott does not differentiate beyond the basic orientation. There are 4 subcategories of the horizontal watermark that can be found; normal, reversed, inverted and reverse inverted. On the 267 and 279B all 4 can normally be found easily.
