Scott 233 I Think Is Reperfed And Regummed

Hi, checking my powers of deduction (or lack thereof). This scott 233 of mine is, I think, reperfoated on the right side (from the front view) and also regummed. I base this on the fact that the right side has very few of the little fibers that you see on an item that has not been altered. I also think that it is regummed because the back of the stamp seems to show the gum extending to the end of the perfs. What say the real experts?

Looks ok to me. Not sure why someone would go through the effort to regum and reperf a relatively cheap Stamp.
