I know this is a silly question to you guys, but why would there be no gum on the block of four?

I mean, it is coming apart a little in the middle...please forgive my ignorance, but is it used even without a cancel?

The block of four was probably stuck to an envelope (or paper); then soaked-of the paper, dried and flattened. Quite a common practice.

Interesting that the block has 2 different shades of the ovpt and the bottom 2 stamps are actually faded more than the top. I know soaking can cause this but odd that its not even.
