I have this stamp, I can't ID it.. doesn't perf 10 or 11 or anything in between.

Any ideas?

It looks like a perf 11 to me, shrinkage might throw the gauge off a bit. The bottom looks scissor cut.

In the 2011 Scott cat it is an RF27a (precancel), value $3.25

In the 2005 PSS Bureau Precancel cat (the most recent edition) it is an RF27-19 (PC194), value there is $50

As you note the PSS is VERY proud of its material<sigh> so I'd not look to that as a true value, however...

There is no way to know whether it is RF27 or RF27a without checking the watermark, unless this precancel is only found on the unwatermarked stamp. It is a perf 10 however, I was tired when I looked at it last night. :-)

I made an assumption that where it says "Bureau precancels: 10 different", that this belonged to the RF27A vs the RF27, my bad I guess, my apologies to all!

If its a 27 instead (Wmk 191R) the CV in the 2011 Scott cat is 25˘. Regardless, the info from the Precancel cat is valid though. I'm always amazed at the vast differences in pricing between the two cats. And if one purchases from a Precancel dealer they ~always~ use the PSS cat for pricing<sigh>.

The reason for the precancel price differences is that some of the precancels are scarce, including this one.
Scott only lists a price for the commonest ones.
Some precancel dealers discount from the PSS catalog, some do not. In general, the PSS catalogs are designed for net-pricing, not Scott-like, "always discount me pricing".

So, this has a watermark and it is 191
And studying the back.. this is a unused stamp. It is full OG.
So I guess it is a RF27.

So this is worth how much?

I picked these up in a recent lot and hadn't gotten around to IDing them either.

This is a scan from when I first picked them up so I haven't checked perfs yet.

I thought it was kind of strange that the same company precancels are facing different directions and are a different type

From the latest precancel catalog based upon the precancel itself:
- the strip of 5 are RF23-16(PC63)
- the pair are RF23-14(PC34)
2011 Scott cat says an RF23 was only available as precanceled w/ 16 different ones.
