Can someone tell me Scott's logic behind the Art Deco Eagle stamp from 2001?

The initial stamp was given the Scott Catalog number of 3471

Another Art Deco Eagle stamp came out later that year, and it was denominated at 57 cents instead of the 55 cent of the original stamp. And it was a COMPLETELY DIFFERENT COLOR.


And the second stamp only get a minor designation of 3471A

Why didn't this stamp get a full major version number?

3471A is in fact a major listing number. Scott uses capital letters for suffixes on major listings. Minor listings get lower case letters. These major listings with suffixes usually happen when they already have later catalogue numbers in place and they don't want to renumber them. The only way they can fit new denominations in the desired order is to use a suffix.

Learn something new every day. Sounds like the 57 cent Art Deco was snuck in as a surprise by the USPS at some point.
