Apparently the ink did not fill up the joint completely for some reason, and only the edges were actually inked.

When the plates were mounted to the rotary drum they sometimes had an excessive gap between the plates. When the gap was excessive they placed lead foil between the plates. This fiol made for a number of interesting joint lines. Sometimes the foil would fold over and produce a very irregular line and, as in this case, sometimes the foil would "roll out" smooth in the center and produce 2 lines at the very edges of the joint gap.

"Apparently the ink did not fill up the joint completely for some reason..."

Well, of course not -- it dribbled out those little holes.
