Most likely there will be Press Sheets, but the stamp designs are not being released (it has been suggested we won't get any information until the actual first day of issue). And if you've read the latest Postal Bulletin announcement about them, the stamps are being issued in "waves", meaning that only select post offices and the Stamp Fulfillment Center in Kansas City will have the stamps by the issue date. The average post office won't see them until weeks later. There is also a suggestion that even though the date of issue is November 19, 2013, there will be a more formal "ceremony" in January after the stamps are in full distribution. Apparently the November 19, 2013 date was agreed upon in coordination with Warner Brothers (the Harry Potter copyright owner).
