These types of selvages are common on rotary press sheet stamps. They were made by a wavy cutter that cut the rolls into sheets of 400 stamps before they were guillotined/cut into post office panes of 100 stamps. The green line around the wavy cut was made from ink that got deposited between the two curved printing plates on a rotary press.
