I know this is in horrible condition but I still don't know what it is. It appears to be US and I'm guessing it's a revenue of some sort.

This is a small piece (perhaps 10%) of a cigar revenue from approx 1875-1898. Almost impossible to know more precisely from this piece. These stamps came on a few different colored papers, this appears to be light blue watermarked (also possibly pale green).

I think this is a portion of a pre-1920 tax label for a box of (50) cigars. As you might guess, most were destroyed when the box was opened.

People who collect taxpaids such as cigar stamps usually keep pieces like this in an envelope to use for repairs. As was stated above, because of their usage, taxpaids are often in less than optimum condition. Some are impossible to get without holes in them because the law said that they had to be nailed to containers. Not cigar stamps obviously, but some others.
