Yes, they are both precancels. Many cities, especially the larger ones like New York and Chicago, have dozens of different varieties of precancel imprints, some with significant differences; others with only subtle ones. All are collectible, although only a select few are likely to have more than nominal value.
yes...they are precancels. I am not very familiar with pcs....(i have seen plenty)...but I do not recall seeing the 8c type. Looks like just the frame borders are inked. Would love to know from someone familiar. thanks.
