Getting Started With Precancels

As the title suggests, I'm interested in getting into PC's. What is a good source of (cheap) stamps for a newbie? The bay and bidstart? Or does anyone have a better recommendation? Also, if I'm interested in collecting my home state and city, is there a good way to go about finding those in particular?

Welcome G! Precancels are my favorite stamp collecting interest. The precancels.com website is a good source of info and contacts. I recommend joining a precancel society [in the US the PSS].
I find ebay a better buying alternative to all of the other online auction sites by a factor of 50-to-1.

Right here at SCF is a good place to ask questions. Collecting by state is very popular.
What is your state? I collect AL, DE, MT, VT, and WA general [general in the precancel context means all cities all types all denominations].

I must admit it's been awhile since I've been on the precancels.com website, but I just looked to find out that they now have a great resource available for download: A database of nearly 12,000 dated precancel initials and where they originated from (when known). Very helpful information for those who specialize in collecting dated precancels.
