What Is Wrong With This Stamp?

Ok it is early and I have just come I from taking care of the cows. So I was looking through my stamps and I noticed this one stamp. Can you tell me what is wrong with this stamp. If you are from Iowa you should notice it real fast.

The banner the eagle is holding is all wrong.
Maybe this was done because of printing restraints.

I compared the flag on the stamp with the one that is shown on wikipedia and there are too many difference to list...

The main fault is indeed the panels. They are not all equal but should be as the above flag.
