Yes, very odd perfs. I would stay away from this item.

I looked at some stamps they have on Siegel Galleries and seen some that have similar type perfs. It stated about how they were perfed going both ways and it was hard because of the size of stamp. The one that really stands out is the front facing, left fifth perf on top. Whats also weird is the ink smear all over the stamp, like the plate was wiped and wasn't wiped clean. Swirls sort of. Gary

Looking at the PF site, only one with perfs looking remotely as bad as these, even though a few look funky (cert 493481). I only looked at 4 pages out of 77. There are occasional stamps with a similar lack of good plate wipe.

Top and Bottom is either re-perf'ed or perfs added. Plate was not properly wiped causing over-inking. Doubt it measures 19.75x22.25.

My vote: looks like a real SC 595 , perfs perhaps 'improved' clumsily [fixing blind perfs or natural straight edge].
