This is a FEDERAL case stamp for distilled spirits that happened to be used in Kentucky. This one was for 12 bottles, there are also case stamps for 24 and 48 bottles, and possibly others. Originally there were other parts including the bottle strips attached in a vertical format. There is also a 2 4/10 gallons value.

Lot 2528 in this sale from the Tolman collection shows the format:

You might find this write-up interesting. If you advance down to the final illustration, a similar "stamp" to the one you posted is shown:

Thank you both... very interesting...
I've been looking at these types of
items for awhile now, and quite a
departure from my collection, which,
to date, has only been stamps...

I think I'll go ahead and purchase...

Perfect... the more common the better...
less out of pocket... I'm a collector,
not a reseller... unlike a few othters
whom post on this site (and we know who
they are)... I don't buy items for what
their potential resale value might be...
that's not part of my life's equation...
I'll leave that burden to my son when
I'm "pushing up daisies"... (smiling)

I buy them based upon eye appeal, subject
matter, and history...

Although, like everyone else, I like to get
a good deal and not overpay for a stamp,
unless it falls into the "I gotta have it"
category... (confessedly, I have a few of
that type), which perhaps I might have gone
too high in the bidding... which, for example
might be the case with my cherished #500 I've
uploaded to a few strings, which I've received
a couple of compliments on... the compliments
sure do offset the cost...

"How much did you pay for that awesome 500?"
Ans : I'll never tell... :-X (wink)
