I just dug out an old postcard that is postmarked July 6, 1924 from Times Sq. Station, NY. The 1c Washington stamp seems to be unique in that the left and top are perforated, but the bottom and right are not. The size measures approx. 10mm x 21 1/2mm.
This is the stamp that has the number 1 rather then the spelled out version and was being sent to a Mayor in TX. I have not been able to find a picture or description of any stamps perforated in this manner.

It is a very common booklet stamp. I think it may be Scott Number 462a and is worth about 10 cents. A booklet stamp would have one or two sides with out perforations.
There were around 2.5 billion 1 cent booklet stamps issued.
