These "stamps" were created by the album manufacturer and are not postage stamps. They have no value

I recall a set of these being with a low-end H.E. Harris album I purchased when I first started collecting back around 1973.

You're right -- they are HE Harris & Co. labels that often accompany low end stamp albums. In fact, you can still buy these labels separately at these links:
