Hi! Zarathrustra! (I'm the Glenn beck of SCF).Welcome. You have a mighty big topic here.
there are probably a trillion answers to both subjects. I do have one bit of advice. Do not fall for that graded
ripoff deal. for instance there is a graded U.S. stamp listed on stampwants for $46.00, U.S. overrun countries,
I sell the same thing for a dime. where to find them. Anywhere, yard sales, flea markets, auctions, estate sales,
dumpster diving ( just kidding, I haven't done that for awhile, getting to old to climb out of the dumpster)lol.
Do not buy stamps from Mystic. Oh yeah, the internet, there are several good sites to buy. Now, if you use
paypal or a credit card you can get some good buys on ebay (sorry, ebay). otherwise Stampwants, Stampoffers, Stamphead. Also if you're a good boy and get 50 posts, you can get some stuff here. Right, guys and gals?
Your turn, Phil & GBob?
and others are good.

Try to avoid the stamp approval offers also. Some companies claim to offer free catalogues but they end up sending you stamps for your purchase. And even if you can return them, its a hassle to mail them back

What are your collecting interests ie. mint, used, on cover, off cover, time period, country, topic, FDC's? Also you may want to see if there are any collectors, stamp clubs, dealers, shows, or postal service philatelic window in your area. Another good place to look is in stamp publications such as Linn's, American Philatist, Scott stamp monthly in the buy/sell/trade section. You could even join specialists societies/chapters/clubs for like minded collectors. Try the APS site stamps.org

As for approval services or large companies, I have used them in the past and have not had problems returning unwanted items or canceling a service. However, some stamps can be at full catalog value and a bit overpriced.

I'm not sure what to do with the poll question? At least it doesn't make much sense.

Lets see age 13 and you want the best stamps form an unknown source. Since you are young and without a job this is easy.

Any stamp you can get would be a best stamp. Where to find them is fun and easy. Of course start at home looking through any envelop that is around the house. Ask your parents for help. The next is asking your relatives to help you by saving stamps for you. Of course there are also friends and if you know some people that work in a office that would be another place to find the best stamps.

You will find that if you are interested enough to start this way you will stick to the hobby longer. This is how just about anyone over the age of 30 started.

Now if you really want the best stamps then there are special businesses and auction house that can serve your needs. However when you have to have the BEST stamp that means you probably have to add a few more zero's to the price of a stamp. These stamps can cost you thousands of dollars for a single stamp.

Now if you don't have to have the BEST stamp then your options are much broader and the prices drop like a rock. These are the ones that I collect.

In any event I hope I made it simple for you and take my advice. Build your collection through the modern free ones you can get from family and friends. If you find that you are going to stick to stamps then I know others might be willing to send you a few surprises after you show a willingness to learn.

Hey! Y'all! there's a glitch in the system. Several of our profiles list us as being 13. you can't go by that.
I'm 62. ( had birthday dinner at Bob Evans, said to Bonnie, don't tell them it's my birthday, I don't want all the
waitresses singing at my table. Besides there's a warrant out. lol)
Also agree with MK; poll Q is a little confusing and not really set up correctly.
