Hello, I'm new here, and I've been trying to ID this stamp for the past few months. Its perforated 11. Any help would be greatly appreciated. I found it stuck between the pages of a book.

It is also a 'precancel' stamp. This puts the stamp in another category too. Some precancel specialists in here might have a better answer?
