"This seller uses several forwarding sevices here in the US, thus some of his seller names show "Item Location" to be in the US. One is (or was) in Alabama, another in MD, and recently a client who bought a fake coil from him received it from a mailing in Somerville/NJ!"

Bill, there is an actual person in Somerville NJ.

I think both sides are somewhat right about all this. eBay/PaPal does favor the buyer these days, but I suspect the poeple who claim to have been ripped off have not returned the item in a trackable fashion as defined by eBay/PaPal.

To whom it concerns.....

I sell stamps every week at ebay...
I have been doing a informal tracking of what is
received and what is not received.
It does not matter if someone has a high feedback #...
or low #....
I have been averaging about 10-15% NON-RECEIPT of
items shipped w/o tracking.....
YES...that high.

I recently went to tracking on ALL of my ebay sales.
NONE....repeat...NONE have been claimed as non-receipt.
This has only been about 3 weeks....(knock on wood).

My point....
There are unethical BUYER out there also.

I don't understand how this affects your earlier argument that the "cartel" sellers are actually trustworthy.

That was NOT the point I was trying to make....
The point was....
A buyer can get a refund thru eBay/PayPal for
ANY REASON.

Doesn't ebay/paypal hold the funds in limbo for a given amount of time? Thus allowing the buyer to receive and inspect the item. If there is a perceived problem, the buyer flags it and the funds are not released to the seller.
That is how I understand it works...

I haven't done much ebay'n, so I could certainly be wrong. But, if this is how it works, the buyer should never loose unless they snooze.

No sir....(maybe for new accounts).
Payments are available immediately.
If there is a perceived problem a "hold" will be
placed on your account for that amount until settled.

Personally, I won't spend over $20 on ebay buying stamps. I don't have much experience about detecting potential problems (regum, reperfs, etc.).

There are good sellers on ebay so I seek those and ignore the sellers who are less than reputable.
