I have a bunch of booklets of this stamp. As I understand it, you can tell by the slogan. In my booklet slogan stamp says "Add zip to your mail." But I also read that some stamps have luminescence added to them. Did that happen to booklet stamps? I don't have a fancy lamp to see if the stamps glow. Is there a way to find out without a lamp?

I am not aware of a 64b with 25 stamps in a booklet, and can't find one on the internet (still looking). Never ran into this one before. CAT value for a booklet of 5 is about $6.00. The only way to tell if it's tagged is to get a 250nm UV light. If it is tagged it would be C64c.

OK, IBFS re-posted while I was typing, so I will revise this post.
Without being able to check the tagging, you cannot tell from the picture whether it is C64b (untagged) or C64c (tagged) for this particular booklet. Both C64b and C64c were produced with the same Slogan 3 label type, and also had the same general type of booklet cover.
Your booklet cover appears to be red on white variety. So it is likely the common booklet BKC19 (containing C64c tagged). This booklet actually has 3 different cover varieties (not listed in Scott, but mentioned), but I cannot determine which variety from your photo.
The booklets BKC14/BKC15 (for C64b untagged) with either red/white or red/pink covers are premium items, with red on white covers very very rare.
You will need to use a short-wavelength filtered UV lamp to check the tagging. The stamps should glow a faint orange/red. If there is no tagging and you have the red on white cover variety, you should get it expertized. But like I said, it is very likely the common BKC19 (C64c) tagged variety. |

Welcome to SCF. As a minor point for now, this question really belongs in the US "Back of Book" forum. To answer your question, there is no way to tell the difference without a UV light. It could either be BKC15 or BKC19, with the only difference being the tagging. I have both, and the lamp, so the difference is easy to see when you can look at them together with the aid of the lamp. What I find curious about the Scott Catalog listings for this issue is that they don't clearly define slogans 1, 2 or 3. I assume "Slogan 1" (1962) is "Your Mailman Deserves Your Help..."; and "Slogan 3" (1964) is "Add ZIP To Your Mail...Always Use ZIP Code" But what is "Slogan 2" (1963)? [edit] Never mind. I found the answer in an ebay listing for the C64b booklet. "Slogan 2" (1963) reads "Add ZIP to Your Mail...Use Zone Numbers for ZIP Code...":  Now why couldn't the Scott Catalog editors add that description to their listings?  |

Slogan 3 starts off the same as Slogan 2.
Slogan 2: ADD ZIP TO YOUR MAIL -USE- ZONE NUMBERS FOR ZIP CODE Slogan 3: ADD ZIP TO YOUR MAIL -- ALWAYS USE ZIP CODE
In the Scott US Specialized that I am looking at, they are illustrated above 1213a in the booklet section. |

I see it now, but that's a good ways back into the catalog to find those illustrations. One would think the Scott Catalog would at least footnote a reference back to those illustrations in the Airmail Section of Booklet Panes. I know I'm going to note it in my own Scott Catalog for future reference. |

Say, wert, That image from ebay appears to be for an incomplete booklet. Were you aware of that? It says there are just two panes; a $2 booklet has five panes. And airmail booklets need to be described by BKC#. There are seven different booklets for C64b. Which is this supposed to be? The "Use ZIP Code" implies "Slogan 3" and BKC15. But I would be leery. It is really easy to get confused, and taken, if one is not careful with the varieties of C64 panes and booklets. Take a look at this:  Both are being sold as "Slogan 2." The bottom one is "Slogan 3" and if anybody buys it they are being ripped off. Caveat emptor! Edit: wt1 posted asking about Slogan 2 while I was composing this post, and the question has been answered. But you can also see the difference between Slogan 2 and Slogan 3 in the listings I posted in this reply. |

The Furman catalog does the same thing with all the booklet cover types. Really annoying! Since the slogan types run through a lot of different booklet panes, you'd think Scott would compile them together in one place near the beginning. On the worldwide listings, they moved all the watermark illustrations to the beginning of each country listing (remember when you used to have to hunt through the country listing to find that watermark illustration!?). You'd think they could/would do the same with the Slogan listings. |
