C39c "No Staple Holes Rare !!"

So I'm looking at C39 panes, and see one for C39c shouting "NO STAPLE HOLES RARE !!"

No I don't know if it is rare or not, and especially when a seller is shouting, I think of midway barkers and move on.

But I am curious how such panes would come into circulation. Can anyone tell me?

Edit: SCF apparently doesn't like shouters either, and stripped out the successive exclamation points (3 of them) in what I had typed, which is the way it appears on ebay.

The panes without staple holes were issued to dealers for use on first day covers back when dealers actually went to the first day city, bought the stamps at the post office, affixed them to the covers, and had them cancelled on the day of issue. It made sense to provide them with booklet panes which had not been stapled into booklets. As to value, in my opinion maybe a slight increase over the normal stapled pane but in an ebay situation if two collectors go wild, who knows.

Okay, that makes sense. But it raises another question. I wasn't around back then, but did in the day when the stapled booklets were used, was it ever common for people to just ask to buy a single pane of the booklet, so that some panes were supplied to post offices from stock never stapled to meet this demand?

The unstapled panes were only available to dealers who placed advance orders for the stamps with the first day city post office. Others were only furnished the stapled booklets.

Were they perhaps also available from the national mail oder center (then in Wash DC)? I wasn't around in when the no staple holes panes were available, but back in the late 80's and 90's when they issued never folded bookle panes that were also primarily provided for ease in making FDC's, collectors could also get them from the national mail center.
