I can only speculate, but my gut tells me this pair is actually a pair of proofs (63p3 or 4?) that have been perforated to look like unused postage stamps.

How were these advertised? If they sold as modified proofs, they were way over-priced.

Highly doubt it... the impression is far to week to be a proof...
