Not Banknote, So Not Double Paper? Bureau Issue Soft Paper?

I am just curious about this stamp and the type of paper that would do this. Would a soft paper sometimes give the same appearance as double paper?

Sorry for the horrible image, I dont own this stamp.

Oops, or is this just on piece?

I agree with Matt. But in fact, these first Bureau issues ARE on a softer paper, especially the 1894 unwatermarked issue, so yes, soft paper can fool you into thinking your seeing "double" paper when it's actually only "soft porous paper.
