The top & bottom appears straight & parallel
No wmk, no setoff
Perf is 10
size is 19.7 X 22mm
overall height 24.7mm

nl1947, I see you also listed the stamp in question on StampoRama, so let me ask you, which site do you think gives right and proper answers? Or does both sites give you good answers?

Are the images you provide camera pictures, or scanned images? If they are camera pictures what type of orientation do you set up to take your photos?

What type of equipment do you employ to measure the stamps you post questions on?

Good images what ever system you are using!

I had determined that it is probably a Type II 494 not a type I 493
The question is - why is one side not perfed?

The stamp comes from a roll of stamps, all stamps originally being perf'ed. in production on both sides, that was inserted into a stamp affixing machine used by businesses to automatically stamp envelopes for mass mailing. You can see by your example, the stamps in the roll were perf'ed. slightly off-center to begin with since the left hand perfs. are cutting into the design. The stamps, as dispensed by the affixing machine, cut the stamps from the roll as they affix it to an envelope. Sometimes, the stamps get out-of-alignment and when they cut the stamps, they sometimes cut them short of where the perforations are located on the individual stamp, especially where they were slightly mis-perf'ed to begin with. You see this quite a bit on W/F coiled stamps that have been used in affixing/dispensing machines.

Good explanation.
When one states what is obvious to oneself, it may not be so obvious to others without added explanation.
Also many new stamp hobbyist come by and with such explanations they learn something.

nd1947, here's an example where the affixing machine, being out-of-alignment, went the other way from your example--showing a full and part stamp.
