I translate as "Central courier service", but this is some kind of German local post. Tina is it a new or old stamp?

"Central courier service" would be my translation too.

Although it's not a local post. They are officials. The Zentraler Kurierdienst was a service by the East German Post for the Ministry of Internal Affairs.
