That's an Official stamp and will be found in the Officials section of a Scott Catalogue (Back of the Book). War Dept., State Dept., Treasury, Post Office etc. all had their own stamps back then. The Scott system gives them O numbers; they come after Postage Due (J numbers) and K (Offices in China) but before P (Newspaper).

Ancezi,
For stamped envelopes, wrappers, and letter sheets, this site is the best that I have ever found: http://www.vfthomas.com/USstampedenvelopeshome.htm

To fully utilize that site, you do need to have a Scott Specialized Catalogue of United States Stamps to know what is more collectible than others.
