Gracie, is this what you are Ceeing? If so, it is just an illusion created by the cancel.

Gracie,
Can you describe in words what you're trying to show us?

i think it's just the left side of the 'O'. the cancel is causing an optical illusion.

Alright, that narrows it down from "C over One" to "C over O".

Question #1: Does my image above highlight what you are trying to describe?

Question #2: If the answer to #1 is "no", then how large is this "C" that you are seeing? Same size as the "O", twice as large, half the stamp?

Question #3: Is what you are seeing blue like the stamp ink? Black like the cancel ink?

Question #4: Is the "C" that you are seeing in the normal position like "C", or is it oriented like "U" or pointing down or something different?

Question #5: Assuming you are currently in the U.S., how is your evening going?

the C is over the O.. on the left side. If you look close, at least to me.. It almost looks like
cent cent.. instead of one cent.
