Perf Type 1 3c Plating Help, Please?

I've tried to plate a few of the perfs and imperfs over the years, but have really struggled with the Chase book. Struggled more with Plate identification than anything, but I don't have the Smithsonian plates, and I'm sure it's easier with that tool.

Here is a #25, type 1. Do I have the correct thought patterns here?
Relief "B", and must be from plates 4,6,7,8.
All of the frame lines are strong, so this must be plate 8, am I correct?
And must then be rows 3,5,7,9,10.
I looked at Steven Ruecker's site, and the position dot in the lower right is close on several positions 48L, 62L, 64L, 65L, 66L, and a few of those positions have some "mottling" in the "POSTAGE" like my copy does, but no exact matches.

So, if someone can help me out, greatly appreciated. And if my process and thinking isn't right please help here also!

I wouldn't call all of the framelines strong. The bottom line is pretty weak. Do not pass go, go directly to plate 6 or 7.
