207, isn't it? (Based on color.) 207 is a re-engraved issue, so a better scan would be helpful, especially of the lower right.

I don't think 207 as the dash below "TS" is not evident is not present in lower ribbon. Paper does not look soft so excludes the American Bank Note Issue Scott 184. The heavy shading secret mark of the Continental printing is not there so not Scott 158.

I arrive at the National bank note printing scott 147 as it is not likely grilled. Paper looks right, color looks faded and discoloration (blue dots).

My opinion.
