Impossible to give Scott # without knowing the watermark. It does look like it has been slimed with a spot of peanut butter, and the perforation tips at top suggest re-gumming.

It will be watermarked. The two heavy horizontal hairs close to the top of Washington's head indicate that the stamp is a type IV 279B, probably one of the more common shades.
