He must have purchased 2 sheets to pay $19.08 to equal $0.53 per stamp.

I know that my bank offers stamps via the ATM. I think they were $8.50 total so the surcharge would be $0.936 or $0.94 ($0.0522 x 18) with the face value of $7.56 ($0.42 x 18). The bank rounds up for even dollar amounts to debit the cardusers account. They are Liberty Bell Forever Stamps using the vending machine sheet of 18. I've never purchased them because I'm always going to the PO and I dislike using Forever stamps if possible.

A Forever stamp is can be used anytime in the future regardless of what the cost for a First Class stamp increases too. For example: You buy a sheet of Forevers last year for $0.42 per stamp and with the rate change today they are worth $0.44 per stamp and so on and so forth.

The service fee or surcharge you are paying it to cover the banks costs for being licensed to sell postage stamps and the ATM maintenance required to do so. The sheets can really gum up the works when misloaded and the catch very easily in the dispenser belt.

Maybe they'll become collective because they'll be the downfall of future stamp issues. ie. the last stamp issued. LOL Just kidding.

Well! I guess in the future all mail will be junk mail, since all the newspapers will be gone or on-line. Coupons are best used when inhand.

If the PO is having such a bad time finacially, why would they even do this and "lose" money?

ETA: I mean issue the forever stamps.
