I would go with the latter. It's general condition greatly affects the value and also it's poorly centered. Most people would consider this a space filler. The oval postmarks are from a handstamp, probably for a parcel and sometimes the clerk would get overzealous with them.
Paul, do yourself a favor and look this stamp up on ebay. Several of these are up for sale, some in better shape and are priced for between 99 cents and $1.99. Even for a space filler it is pretty poor!
the cancel even with 2 doesnt make it be way too much ink but this stamp has centering, perf faults and even old album browning at the top on my personal grading scale it would get below average used.
Although the town is unreadable in the top half of the oval, the mark is from New York City. The H.T. represents Hudson Terminal. The value is still driven by the condition as detailed by others above.
It looks like it is torn at the top and toward the middle. Almost like it was torn in half and repaired. You can find decent examples at a low price on ebay.
