Does anyone have any idea what what could have caused this?
the stamp appears to be the following

Welcome to SCF!

Just a wild guess, but it looks like somebody was bored (or annoyed) and instead of twiddling their thumbs, started poking at the stamp with a blue felt tip pen/marker.

I know I've done similar things in the distant past (but not on a stamp, of course!).
