The stamp is actually Scott #226 (the small banknote issue, not one of the first bureau issues, which have triangles in the upper corners).
The handstamp cancel is a New York "examiner's" mark that was used on registered mail, usually on the backs of covers - this stamp may have been affixed over the backflap on a registered cover.
