Looks more like a type three #450 rather than a type one #449.

That's a #450, not a #449 which is type 1.

Nelson--
Here is a scan of my certified 449. Notice that the toga rope is not complete and there is not an extra line in the fold of the ribbon that is present on your Type III. Also, the 449 is a very distinct shade, a dull red vs. your carmine, since the Type III is a stronger impression.
