I've seen sellers a couple times state a stamp has "dry gum". Photos show none of the gloss or shine you would expect from gum. My question is are the sellers simply trying to cover up a stamp that is without gum or is "dry gum" actually a thing? Thanks in advance for the education!

Some modern US stamps (starting about 1970 or 71) have dry gum, but back in the WF era there was no such thing for US stamps. Either they are trying what you suggest or it is a weier description for disturbed gum or regumming.
