Bottom right diamond block and label show a dark line. My feeling is it's just an inking issue.
This is one of the stamps I have pulled aside for exp. OB check. trying to plate it.

It looks like an inking issue. I don't recall any recuts like that. It can't be Exp OB because it is a Plate 2L/3 stamp.

I'm with sinclair2010 on it being an inking issue. There are quite a few blotches of stray ink here and there and no discernable pattern on the lower block.
