I believe this stamp is sc#331 A138 1 cent blue color and 12 perforations all around. I cannot find this stamp anywhere in the catalogue. I also checked the internet but did not find any examples of this stamp. I will try to add a photo with a green sc#331 next to it for comparison.

Welcome to the community.
The 'blue' stamp is known as a color changling; the original green ink has changed over time to the shade you are seeing. This is often due to environmental issues such as exposure to sunlight or a chemical reaction. It is not a variety or error; most collectors consider them a damaged stamp.

Thank you for your answering my question. I had no idea a stamp could change color like that. I have been collecting stamps for many years and I am still learning new things about them. Even if it is considered damaged it's still a nice looking stamp. I will keep it and reclassify it as a "changeling". Very interesting! Thanks again.
