A "bluish" is Perf.12 mottled grayish blue/hue Washington D.C. cancellation??? Please comment/correct.

The front image in the original posting appears to be a printing from a poorly wiped plate. The left margin, in particular, shows ink streaks. A view of the reverse would very probably not show a bluish cast to the paper.

The second image of the original posting shows the back of a different stamp, so I am confused about what it is supposed to show.

You need to investigate other things before you think "blue paper".
It has to be a Perf 12 stamp. Yours is a perf 10.

So, you might consider learning about the stamps first-- perfs, watermarks, types (2c and 3c), and then varieties after you have the basics first. It will help you in the long run....hope this helps, Ray

Google, Stamp Smarter, "search" function located top right on this forum are helpful.

Careful reading of Scott catalogue is also useful.
