Thanks for stopping by and joining our forum.
This is tuff, It may be 409 Type 1, 459 Type 1,482 Type 1, 482A Type 1a. 532 Type 4, 533 type 5, or 534 type 5a.
But you may have known that already! What you may not know is the perferation
on this stamp is a Schermack Type 3. Further research tells me it's not 459 since it was not used by Schermack.
I'm personally not qualified on this issue to tell you more then that.
Others on the forum may be able to check out. The cancelation lines covers a critical area to check.

Good Collecting!
Mike

Greetings and Welcome.
Washington issues are a real bear to identify. The best resource I know of online is http://www.1847usa.com/washfrank/washfrankmain.htm It goes through the process step by step. You will have to watermark the stamp to be sure. 409 and 482 differ by watermark. The printing methods: flat plate, offset and rotary press also make a difference.
Good Luck! If you like to do this, I have a stack of them I could lend you to identify for me!

Enjoy
Dan

Hard to tell without physically examining the stamp and also because most of the other differentiation points are covered by the cancel, but based on the additional dots in the forehead shading...

...it appears to be a Schermack Type III (as Mike pointed out) of #534B (Type VII die). In my 2008 Scott, it catalogs for $85. However, you will need to deduct significantly for the miscut.

Ironically, if it is a #534B, the stamp would be worth more without the Schermack perforations.
