I'll check my dupes. I'm sure I have surcharged & overprinted stamps for the lads.
As for the difference between USPS & other postal administrations... check out the Universal Postal Union, which maintains the standards to which postal administrations around the world deliver (and get compensated for) the mail from other member countries.

David, your envelope arrived yesterday. THANKS! It doesn't look like I will be able to meet with the scouts again until July due to their summer camping schedule. Rod- I am sorry. Yours arrived on Monday. I took it with me to my stamp club meeting but the scout never showed up.  |
