Bobgggg stopped by this afternoon and we had a pleasant visit..he dropped me off a United States Bureau Print Album from 1939..it has the presidential series precancelled stamps by State and city..he also gave me a Bances cigar box full of pre cancels so I have plenty of trading material...heres one town that was not under Ohio..prhaps its not a bureau cancel or the album did not have 100 percent of the presidential bureau cancels !

It does not appear to be a Bureau precancel, but a local precancel.
I checked the listings for Bureau precancels and do not see the city listed. I do not have a catalog for local precancels.

Hello! Everyone! I will have to disagree that this is Piqua L-2. This is a 204 an Electroplate which are known to be usually deep black and uniformly inked, The key visuals here are, 1) L-2 is off-centered to the left, where as 204 is well centered, between the bars/lines. 2) The stylised 'Q' with 2 serifs is found on the 204, where as L-2 has only one on the right side of the letter. 3) The 'H' & 'I' in the L-2 have serifs where 204 does not.
1998 version lists it at .05. But if it was L-2 it would still be worth $3.
