WpgLwr, I'd agree with what you've stated. On # 5 some countries, I don't know for sure about Turkey, this kind of line was used to change the usage of the stamp from postage to revenue.
That makes sense, but given that the Turkish stamp is a Postage Due, they may have had a policy of "cancelling" them before selling them to the public, because they are, in essence, "Post Office Use Only" stamps.
thanks for the info Glenn but on the gum stamp it is completely gummed not just partially unless the stamp that it could have absorbed from was larger and it covered the whole thing,but wouldnt they have stuck together?
