These are way back in the book - special tax stamps for physicians dispensing narcotics.
These $1 stamps were from a doctor practicing medicine in New Orleans in the 1930s.

1935 Practitioner Dispensing Opium, Coca Leaves, etc. The 1935 stamp shows that Dr. Rosenthal's address had changed to the
Maison Blanche Building on Canal Street.

This building, which still stands, was constructed around 1908–1909.
At one time there were many medical and dental offices in the top floors.
