1991 Scott #2521 (4c) bister & carmine make-up rate change stamp CV 0.20 This is a stamp which would be worth perhaps 10X more properly used on a nice cover postmarked during rate change from 25c to 29c in 1991.
I know that I ought to remember that one, but I don't. I guess it's because stamps have just recently began to really interest me although I have been saving ones that I clipped off of envelopes off and on for years.Thanks for sharing this piece of history!
