Normally, these are color changelings, as the red is pretty easy to fade away, either through inadvertent exposure to light bleaching agents or sunlight. It's unusual, but it's possible to expose part of a block to something like sunlight for prolonged periods of time, resulting in fading of some of the stamps and not others. However, the paper will also have tell-tale signs. I see what appears to be a major crease or something that goes across the 2nd row of stamps just above the flag. That's why we need a much bigger pic, of front AND back. Thanks!
Red is the first colour to fade when exposed to sunlight. If the red was a genuine missing colour, there should be nothing on the stamp to show where it should be. However, on the (small) pic, the position of the "missing" red is clearly evident
